Clearly document that https://quad9.net/dnscrypt/quad9-resolvers.md is serving an old version of the resolvers file

Edit: Original question was based upon a misunderstanding as to why https://quad9.net/dnscrypt/quad9-resolvers.md didn't match https://raw.githubusercontent.com/Quad9DNS/dnscrypt-settings/main/dnscrypt/quad9-resolvers.md.

From reading #10, I'm guessing that https://quad9.net/dnscrypt/quad9-resolvers.md is static for compatibility and updates are made to the quad9-resolvers.md file here.

However, this was particularly confusing for my use case, looking for individual server stamps at https://quad9.net/dnscrypt/quad9-resolvers.md, which didn't seem to work (updated in 81de2fc, which do work). It may be worthwhile to note to users somewhere that for current stamps, see GitHub.
