Allow users to enable/disable compiler features

• moa.broadcast

• moa.slice

• refactor ast to be easier for traversal

• single object that holds current compiler state

• module system thought out and how should reductions, symbols be added. Global variables in module?

This issue has been partially addressed by the work done in changing the AST structure. It is about 1 day of remaining work to make the compiler modular.
