Refactor `ObservableTracker`

In particular:

• from_ObservableTracker does not serve a purpose.
• clear might be unnecessary.
• modify_coefficients is unused and un tested.
• extend_operator is only used in tests, not in codebase proper.
• remove_strings is unused and untested.
