[Feature] Minimum Votes needed Setting

New Setting to define the minimum votes needed to make a day change.

Example config.yml:

MinVotesNeeded: 'xx'

Instead of this we should have percentages, but I think this can wait.

Definetely needs both, percentages make sense but also do just plain numbers if your server always has users. Should be simple to find out if the config value ends in % or not ;)
