[Build 202510131417-4.3] openQA test fails while running `qubes-dom0-update -y make unzip`

Observation

openQA test in scenario qubesos-4.3-securedrop-x86_64-securedrop_install@64bit fails in
install_workstation

The SecureDrop part is not related as it had not yet run. It fails with: Failed to download metadata (baseurl: "file:///var/lib/qubes/updates") for repository "qubes-dom0-cached": Usable URL not found.

This looks like it fails because the packages are already installed. While ofc it shouldn't fail this way, the better workaround is to rpm -q make unzip || qubes-dom0-update -y make unzip

Totally. In this case I was mostly opening because of the error message as something that could be 4.3-related.

Testing this on 4.2 shows that the repomd.xml issue is also on 4.2 but the difference is that it doesn't fail:
