please elaborate on private disk comment in readme

Readme includes:
The new QWT installer disables private disk creation by default
This is probably due to stability concerns?
Can't make a TemplateVM

I don't see how to give private disk creation as a parameter. Is there a way to create the private disk? I remember this working. I have notes that say to get it working with:

• on dom0: qvm-run win7x64-ultimate-template --install-windows-tools
• in windows gui: go to add remove programs, remove qwt, install qwt again, but this time full install.
• reboot windows
• it should automatically create the user partition
• shut it down.

However, i just tried that and that does not work. Is this related to it being windows 7?
