Create Run Steps for RCF, Web API Core, and UPI

Currently we have validation functions for RCF, Web API Core, and UPI. 

These need to be turned into runnable certification steps that create reports, save relevant results to S3, and push success/error statuses to the Cert API for the correct environment when tests complete.
