Add ULI Resolution Protocol proposal (RCP-54)

Specifies the Unique Licensee Identifier resolution protocol: a threaded ActivityPub conversation across a network of certified resolvers that resolves a licensee to a single linking identifier, with no licensee data stored on or pooled through the network. Covers participation and data isolation (pre-arranged OAuth2 authorization), the broadcast model (new-licensee and changed-data cases, no unilateral creation), credit-score-style weighted matching, floor(2/3 R) consensus with a mandatory-resolver gate, create-first lifecycle with self-healing tombstone/redirect/merge, signed-attestation proof of resolution, a public PII-free governance feed, sandbox and continuous certification, and worked examples with schema-validated RCF payloads.
