Campaign cpu bugs out, doesn't make any soldiers and moves back and forth between two islands

not sure if this is a bug or just bad design, but the enemy should be able to make new soldiers and it doesn't. this happens if you corner the cpu to one island then retreat and allow it to take islands you are not on.
