Requirements in venv installation for Meta RL are broken #2
Description
The venv installation for the Meta RL tutorial doesn't fix the requirements like the conda installation does. This leads to an error, because at least one package requires the fixed version.
We should fix the versions in the venv installation to the same as in the conda one.
