ToDos to make Quartz work

This issue is a short accumulation of things we need to track/note to make quartz work:

• For scheduled workflows, input parameters are set to "". As such all input parameters should be declared as env variables so we can capture them. See e.g. [CI] Fix nightly PyTorch full test schedule trigger TheRock#4426
