[Issue]: [CI] Enabling rocsolver tests for windows

Problem Description

Currently, we are noticing issues for rocsolver tests for Windows with:

These test failures are likely tied to OpenBLAS issue, as OpenBLAS Is used to compare calculation results with the CPU but the OpenBLAS being packaged likely has a CPU architecture mismatch between the build runner and test runner.
