[Feature]: Support ROCpd with TheRock

Originally reported in: #1718

Currently the ROCpd tool is not being supported with TheRock, it appears that the python module files are missing as the component is not being built.

To reproduce the issue:

1. Install theRock wheels
2. Running rocpd results in an error related to Python versioning, which when fixed results in an error due to the rocpd module being missing
