Do you turn on the memory detection flag when running CI?

We want to eventually have ASAN running in the pipelines, but it's going to take a bit for various reasons.
Our CI lives here now, and there will be a few phases.

Right now we need to manually run the ASAN checks which is why things are slipping through.
