Right now VSync is not a hot-reloadable setting

Feature request consists of:

  • Fixes in RSX side to allow VSync to be hot-reloadable
  • Enabling VSync as hot-reloadable in the configuration
  • Adding VSync to the overlay at Home Menu > Video
