[CI] Actions: Add a Windows arm64 build

Similar to:

• Linux arm64: [Feature request] Add Linux arm64 to CI  #14091
• macOS arm64: [Feature request] Add macOS arm64 to CI #12599

To ensure compilation is not broken, and on a next step, to distribute binaries, we need Windows arm64 CI. This should be done using clang as a compiler, as the msvc build is not working.
