[Feature request] Assign a gamepad configuration to multiple games

Hi devs,

I have a GH Wii Drum Kit (wired via Raphnet V3 adapter). The emulator currently does not allow to assign a custom config to multiple Guitar Hero or Rock Band games.

If I have multiple gamepad configs as:

• Default - XInput/Standard (Pad)/PS3 Controller (Player 1/Player 2)
• Drums - GH - SDL/Drum/Guitar Hero (Player 1)
• Drums - RB - SDL/Drum/Rock Band (Player 1)

Each config can only be selected at the global level, and the option is greyed out on the per game level. Workaround is to create a custom gamepad config per game and map the drumpads every time, which can be a tedious effort.

Dolphin has a similar feature implemented in the way of Controller Profiles, where the user can assign the same profile to a select group of games only under per game settings, while the rest stays on the global profile. This enhances the UX a lot for flexible controller configuration.

We had profiles in the past which no one ever used, so they were replaced with the current system
