Describe the bug
The default install location for TokenTool on Windows is in AppData/Local. This isn't a sensible place to install programs; it's meant to be used only for data, and user-specific data at that. However, changing the install location to where it should be (in Program Files) doesn't work, because the installer isn't packaged to try to elevate to administrator during installation.

MapTool 1.18.6 does this correctly.

Expected behavior
TokenTool should default to installing to Program Files, which is what people generally expect (and what MapTool does). Also, it should actually succeed in doing this.
