Broken link to CITATION

Footer includes "Cite" linking to CITATION, which may or may not be present.

Looks like this is resolved in an upstream PR: carpentries#122.

Merged upstream (post the above being merged to carpentries/main) that fixed this so should be fixed locally.

Will close this after I rebuild and have checked.

Still broken on Pando, just checked.

Looking at that patch, it just means the path it points to is based on metadata. So maybe that's my fault.
