Use JobScheduler instead of CONNECTIVITY_CHANGE

The broadcastreceiver for CONNECTIVITY_CHANGE has been deprecated, and an Android Studio lint warns of this. I think we should switch to one of the suggested alternatives.

I see this and will try to handle it eventually. Others are welcome to as well, just not the top of my list.

If I remember correctly JobScheduler requires a higher minimum SDK level. We'll have to decide whether we increase our min SDK or keep using Connectivity change.

I have started working on this in feature-gcm, but it is unfinished. This is not a requirement for the release nor do I plan to finish it before then, but it would still be nice to have.
