UploadJob status should be reported to Slack so users know what has happened

Description

The UploadJob does not report it's status back to Slack, as projects builds do, which means that users have no visibility of the status of an editor build.

It should be fairly simple to follow the approach used in projects-admin or the lambda functions to implement this in editor-api.
