Add Option to audit(Time) Operator to Control Last Emission

Audit is similar to throttle operator however it has missing the flexibility how to treat last emission of source observable. It'd be nice to have a config like:

export interface AuditConfig {
  trailing?: boolean;
}

with default true value. It would allow to get back behaviour from 6.x version
