docs(planning): add D15 (Splunkbase publisher identity) + refine D5
Captures the 2026-05-13 decision made during dev.splunk.com account creation: D15 — Splunk Developer + Splunkbase publisher name = "Oleh Bezsonov" (real name, not the @RelativisticJet handle). Account email communicate.oleh@gmail.com. This unifies identity across the LICENSE copyright (D5) and the publicly-visible Splunkbase publisher field. Trade-off: real name is visible on every Splunkbase listing under this account. Accepted deliberately — avoids the legal-entity-transfer friction that a handle-as-brand might create later, and matches the convention used by other established Splunkbase community apps (e.g., TrackMe V1 published as "Guilhem Marchand"). Reversibility: Splunk Developer Support handles publisher-name changes via email if an LLC is ever formed (deferred per the v1 "no commercialization" scope decision). D5 refined from "Oleh (real name)" to "Oleh Bezsonov (real name)" for consistency with D15 and the LICENSE copyright text that Phase 0.7 will write.
