- Add test for exact expiry boundary (inclusive, should succeed)
- Add test for one second past expiry (exclusive, should fail)
- Add test for timestamp overflow protection via saturating_add

Covers edge cases:
- Exact boundary: now == timestamp + ISSUER_TRANSFER_EXPIRY_SECS
- One-past boundary: now == timestamp + ISSUER_TRANSFER_EXPIRY_SECS + 1
- Overflow saturation: timestamp near u64::MAX
- Self-transfer: new_issuer == old_issuer (bypasses expiry)
Security assertions:
- Expiry check uses exclusive comparison (>)
