Fix #16: Encrypted Blob Storage Adapter for IPFS/Filecoin

Summary

This PR implements a comprehensive encrypted blob storage adapter that addresses all requirements from issue #16. The implementation provides AES-256-GCM encryption for outbound data, IPFS/Filecoin integration, Stellar ledger storage for CIDs, streaming decryption, CID versioning, retry mechanisms, and SHA-256 integrity validation.
