refactor(claude): convert central CLAUDE.md to yaml

Anthropic is being strict about limits, so any CLAUDE.md should be as compact
as possible. I confirmed that yaml would be better ingested by Claude, so the
basic directives are in a yaml block. XML used to be the standard but it's
actually more verbose than yaml.
