Concurrent pants invocations makes everything fall over

This was replicated on fmt when all the JVM crap needs to get downloaded and run, but my network blocker intercepts one of them. Then eventually, something will hard-fail.

I hate coursier so much. As far as I can tell, it (or Pants usage of it) doesn't respect timeouts or any sort of sane operation. Whenever I get into this state, all coursier processes continue to run until I kill them manually.
