Restrictions for emojis

Admins currently cannot restrict which emojis regular users are prohibited from using, which causes problems in many cases. For example, students might start using emojis with 18+ connotations in student chats

Hi team, I’d like to work on this issue.

I understand that currently there’s no way for admins to restrict specific emojis, which can lead to inappropriate usage (e.g., 18+ connotations in student or moderated environments). I’m interested in implementing an admin-level control to allow restricting or filtering selected emojis for regular users.

I’ll start by analyzing the current emoji handling and permissions system in Rocket.Chat and propose a solution that integrates cleanly with existing admin settings.
