Gauging interest of merging into SparseArrays.jl

@dkarrasch do you think there would be any interested in moving something like this into SparseArrays.jl? Or is this appropriate as it's own small package as it is currently?

I don't know if SparseArrays.jl is "allowed" to depend on non-standard libraries. Perhaps start a discussion over there and see what people think. People have been hesitant about adding multithreading features to multiplication kernels so far.
