Randomly the Client (and possibly GUE and Server) will run with no textures

With the addition of Reshade we seem to have introduced a random, hard to replicate, bug where occasionally the applications will run and no textures will be applied. Everything looks really low poly, no text is visible, no loading screens can render and you can't see the mouse.
