FeatureRequest: Allow non-file related comments in /pr-review

Current

Creating a comment in a PR using SAP/ai-assisted-github-actions/pr-review@v3 always requires a file to comment on.
Error message: Could not find file for comment on , start 0, end 0, No changelog, skipping.

Expected

Ability to create a comment in the PR without a link to a file .

Use case

Workflow to check if PR contains a change to CHANGELOG.md and if not add a comment.

Ah, I see. Comments on deleted files, my old nemesis...

to be precise the file (in the concrete case CHANGELOG.md) is not part of the PR (which is the same as deleted I guess)
