Saved cart list header is broken

When a user navigates to the saved cart list, the header is broken
Tell us the version of Spartacus

• 2211.32.0

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Homepage'
2. Click on 'Saved Carts'
3. Check the header.

Expected behavior
The header should be aligned.

This is caused by this PR #19547 introducing an additional thead tag in feature-libs/cart/saved-cart/components/list/saved-cart-list.component.html:23
