[BUG] ma_reload don't reload mutes reasons

```kv
    "MuteReasons"
    {
            "reasonA" "reasonA"
    }
```

If we change **MuteReasons** in `time_reasons.cfg` and use `ma_reload` command. Then, we don't get any change with it.
But, ban reasons would be updated. So, suppose, something wrong in mutes config reload.
