Update DWR library to version 3.0 #3227

Description:
Current SCADA-LTS still uses an outdated DWR version, which limits compatibility with modern servlet containers and introduces unnecessary security/maintenance risk.
We should upgrade DWR to 3.0, verify all existing DWR interfaces, and adapt configuration if needed (dwr.xml, annotations, remoting endpoints).
Criteria:
- DWR bumped to 3.0 in build system
- Application starts without warnings/errors related to DWR
