devices: Rename FastRPC interfaces to follow dev_ naming convention

Rename fastrpc_read_device() to dev_read_fastrpc() and
fastrpc_read_secure_device() to dev_read_secure_fastrpc()
to align with the standard naming convention in devices.if.
