If this is required per SMPTE/ag-16#38 (based on comments from @ERyan71258 ) then this should be implemented by html-pub rather than requiring this to be done manually by the author

e.g. I think this order is wanted (although it's undefined at the moment):

SMPTE ST 382, Material Exchange Format — Mapping AES3 and Broadcast Wave Audio into the MXF Generic Container
SMPTE OV 2067-0, Interoperable Master Format
SMPTE ST 2067-2:2020, Interoperable Master Format — Core Constraints

rather than:

SMPTE OV 2067-0, Interoperable Master Format
SMPTE ST 382, Material Exchange Format — Mapping AES3 and Broadcast Wave Audio into the MXF Generic Container
SMPTE ST 2067-2:2020, Interoperable Master Format — Core Constraints
