Add basic database fixture

Currently, when checking out SP-dashboard, it is required to manually add a new service and oidc + saml entities.
This is a big form with many required fields.

If it's possible to add a command to load a very basic fixture for empty databases, it would reduce setup time. (is there a base setup the automated tests use we can use for this?)
