UX/UI changes PublicClient

When registering a OIDC client with IsPublicClient for TEST ENVIRONMENT and PROD ENVIRONMENT, the user is presented with the secret:

• this modal should not be showed in the case that ispublicclient is ticked

• For a RP on both TEST ENVIRONMENT and PROD ENVIRONMENT with ispublicclient is ticked, in the actions menu 'reset client secret' should not be available
