error: element "meta" not allowed anywhere

This error started happening when using the locally installed toolchain (including in OBS ¹), it doesn't happen when building via container, either directly (registry.opensuse.org/documentation/containers/15.6/opensuse-daps-toolchain:latest - hash 34c54e2fe646) or via GitHub Actions.

The error is caused by the inclusion of <meta> tags in docinfo.xml, for example:

This is the problem:

DOCBOOK5_RNG: /usr/share/xml/docbook/schema/rng/5.1/docbookxi.rng

and this in your local Tumbleweed system:

DAPS VERSION: 3.3.2

The DAPS version on Tumbleweed is too old. This needs to be installed from Documentation:Tools repo (although I have to admit, this should go into TW & Leap).

You are using DocBook 5.1, but you need DocBook 5.2. The <meta> tag was introduced in version 5.2. Installing the latest DocBook package should fix that.

@tomschr This also happens when building the packages in OBS. How to fix it there? Even SP7 is impacted.
