fix: handle hyphenated labels and rename guideline helper (#383)

* fix: handle hyphenated labels and rename issue helper

Ensure /label works for sign-off labels and keep issue-to-RST tooling aligned now that auto-PR is removed.

* chore: update tooling note for renamed helper

Keep the ruff E402 comment aligned with the new guideline-from-issue helper script name.
