Split coding guidelines source files to make conflicts happen less

Some feedback was that merge conflicts happen pretty often due to multiple guidelines potentially trying to fit into a single reStructuredText file.

The goal here is to split each guideline into being its own file, while keeping the same rendered structure to reduce merge conflicts.
