[SCHEMATIC-245] fix security risks in packages (#1578)

* update flask version to 2.3.2

* lock flask version and update connexion, werkzeug and flask-cors

* make sure that the flask extension was installed for connexion

* make sure to use ^ when updating flask-cors version

* update setuptools

* update pyopenssl to ^24.0.0 to allow cryptography update

* downgrade connexion
