[Feature Request] Advanced user management API

Hi !
I wanna request for an advanced user management API based on the core.
There are many problems in currently user managing and it occur core reloading and disconnectivity.
3 simple example :
1- when the user goes expire or deplete.
2- when an admin modify the depleted or expired users.
3- when the new user create.

in these 3 simple situations the core should reload and it makes disconnectivity for a seconde.
But if you plan an advanced user managing base such as API on the core, it would be very helpful fore uptime and quality of the core connections

a simple but unprofessional solution is delete the users section in inbound config and add a path for .json file that contains users, but definitely there are more advanced ways to do that.
