Won't install Remote Site in Lightning

I've following the instructions for pre-setup and permission set configuration. However, when selecting 'Create Remove Site Setting' from Update Page Layouts, it does nothing.

The debug window also looks suspicious:

Hard to believe there's an org that still needs to do this but here we are. Any help would be appreciated.
