Healing Skill/Power Roll in PHC when healing someone else

As #14 suggested. I am hoping that BR2 will provide an API to initiate rolls so I can use it. Otherwise maybe executing the macro similar to the Ammo Management using BR2s global actions. I sure want to allow Item use (medical supplies) to be deducted on a roll.
