Bootstrap a project with a Config File

Expected Outcome:
Bootstrap a project with existing Configuration
Let's we have a config json file which can contain required modulenames which need to be installed and required package manager which will be used to bootstrap the project.

Suggestion to use same/configure existing registry file so that it can be easily use by anyone to bootstrap a new project

Should the config file look something like this as the initial step?

Or do we have to have some more configuration here?
