add ability to post application comment

This PR #1814 adds the frontend for application comment, but it is not connected to any backend. The solution to this issue will be to finish the comment functionality by making it possible to save comments.

#### About the feature:

The comment is meant to be a short note, maybe about how the recruiters are prioritizing applicants in relation to eachother.
