Add packages for windows on the github releases page

Currently, the package for windows is only available via scantailor.net as a portable zip. The issue here is that it is hosted on TeraBox, which requires you to create an account in order to download the package. This makes it unnecessarily complicated to download the windows build, and given that the releases page of this repo provides packages for linux, I don't know why packages for windows are available. If that is not feasible for whatever reason, I suggest moving the windows package to a file hoster that doesn't require signup to download, something like mega.nz or mediafire
