[Feature] Make action verbose when `ACTIONS_RUNNER_DEBUG` is `True`

Regarding this doc the user can set the env variable ACTIONS_RUNNER_DEBUG to True to make the workflow verbose.

It would be useful to debug an issue like #32.

When set to true,

• All the values are displayed before computing anything
• All the values are displayed before calling an endpoint
