SciCat front end SDK development script has been patched to accept a URL, we should patch SciCatLive to call it

This PR ( https://github.com/SciCatProject/frontend/pull/1950 ) implements a command-line argument for accepting a URL pointing to an alternate location for the Swagger API server.  This is useful because now it can be pointed to the SciCatLive back end instance.

We should add a script to SciCatLive that invokes this one, passing it the right URL, to make development easier.
